Academic recognition

The foreign education and (or) qualifications recognition in the Russian Federation means the official confirmation of importance (level) acquired abroad education and (or) qualifications with granting academic, professional, and (or) other rights to the owners.

According to part 4 of Article 107 of the Federal Law “On Education in the Russian Federation”, documents on education and (or) qualifications that do not fall under international agreements require recognition in accordance with the Administrative Regulations for the provision by the Federal Service for Supervision of Education and Science of public services for the recognition of education and (or) qualifications, received in a foreign country, approved by Decree of the Government of the Russian Federation dated December 24, 2013 No. 1391.

Documents of foreign states on the level of education that are subject to international agreements of the Russian Federation or issued by foreign educational organizations, the list of which is established by the Government of the Russian Federation, are valid without the recognition procedure on the territory of the Russian Federation.

For CIS countries.
If the education document was issued between May 15, 1992 and the date indicated below, it is subject to the recognition procedure for foreign education (with the exception of documents issued in the Republic of Moldova).

List of CIS countries and the requirements for recognition procedure

There are two ways to go through the recognition procedure:

1. At the Federal State Budgetary Institution “National Accreditation Agency”. Copy of academic recognition certificate is necessary to provide in Department of External Relations.

2. Directly at the Kazan (Volga) Federal University.
According The Federal Law № 273-FZ “On Education in the Russian Federation” came into force September, 1, 2013 there is a range of higher educational institutions which got a legal power to carry out the recognition procedure by themselves in order to take students and employees for study and work in these higher educational institutions.

The amount of the fee is 3100 rubles. The applicant receives a receipt for payment of the fee in Department of External Affairs in person or by e-mail.

The list of required docements for academic recognition of foreign education and/or qualification, if the applicant plans to submit documents face-to-face.

1. Document confirming the citizenship and identifying the applicant ID (passport); 

2. Notarized translation of document confirming the citizenship and identifying the applicant ID (passport) into Russian; 

3. Original diploma or certificate of FEQ

4. Original of official transcripts (supplement with marks, transcript of records);

5. Specific legalization procedure depends on the country where the diploma was issued;

6. Notarized translation of diploma or certificate of FEQ, and official transcripts into Russian. All the seals and stamps musi be also translated.

7. Copy of all the above mentioned documents (passport, translation of the passport, documents of education, translation of educational documents, legalisation)

The list of required documents for academic recognition of foreign education and/or qualification, if the applicant plans to submit documents online:

1. Color scan of notarized translation of document confirming the citizenship and identifying the applicant ID (passport) into Russian, PDF-file.

2. Color scan of original educational documents (legalized/apostilled diploma or certificate of FEQ, and official transcripts), multipage PDF-file.

3. Color scan of notarized translation of educational documents into Russian, multipage PDF-file. All the seals and stamps must be also translated.

Please note! All scans must be of good quality and easy-to-read.

The electronic image of the documents must provide visual identity to its paper original on a scale of 1:1. The quality of the presented electronic images of documents in PDF format should allow to fully read the text of the document and recognize its details. If a paper document consists of two or more sheets, an electronic image of such a paper document is generated as a single PDF file.

Resolution of the documents must be minimum 300 dpi. File size limits is 10 mb.

Experts reserve the right to request, if necessary, additional documents confirming the appropriate level of training of the holder of foreign education.

Documents’ requirements

REGULATIONS on the procedure for the recognition of foreign education and (or) foreign qualifications at the Federal State Autonomous Educational Institution of Higher Education “Kazan (Volga Region) Federal University”

Legalization refers to the process by which an official document issued in the territory of one country is given validity within the territory of another for purposes of representation in official bodies.

According to the legislation of the Russian Federation, documents issued in another country can be used (accepted by Russian authorities and organizations) only if they are legalized.

Consular legalization is required for countries with which the Russian Federation holds no agreements on legal assistance and which are not member states of the Hague Convention of 1961.

This procedure is carried out in 2 stages:

  1. Certification of the documents by competent authorities of foreign affairs (e.g., Ministry of Foreign Affairs) of the issue country (depending on the legislative requirements of the country of issue, this is done with the original, but in some countries, copies of the document may be used) by affixing the appropriate stamps and seals indicating the position and signature of the certifying person;
  2. Certification of the documents by consular services of the Russian Federation (consulate or embassy of the Russian Federation) in the country of issue by affixing the appropriate stamps and seals indicating the position and the signature of the certifying person.

Apostilization (obtaining an apostille stamp) is required for member states of the Hague Convention of 1961, which abolished the requirement of consular legalization of foreign official documents.

Apostilization is a simplified legalization procedure.

An apostille is affixed either directly to the original document (or notarized copy of the document) or to a separate sheet, which is attached to the document (or notarized copy) and written in the official language of the issuing government body. The apostille can only be issued by authorized bodies of the document’s country of issue (e.g., Register of Vital Records, County Clerk, Secretary of State, Department of Education, Ministry of Education, educational institutions and others).

Full list of countries in order to identify the type of legalization 

Translations of identifying documents (i.e., passport) and educational documents can be translated into Russian in Russia or in the applicant’s country of residence/host country.

The translated document should have line by line translation. Notes and images in other languages than Russian are not acceptable.

All translations must be certified:

  • If the host country or country of residence has a law on legal assistance with the Russian Federation* and the translation was made in that host country/country of residence, then the translation must be notarized there or in the territory of the Russian Federation;
  • If the host country or country of residence does not have a legal assistance agreement with the Russian Federation and the translation is made in the territory of the country of residence/host country, a stamp from the consular department of the Embassy / Consulate of the Russian Federation must be obtained and affixed to the translation.

    *The Russian Federation has treaties on legal assistance with the following states: The Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, Turkmenistan, the Republic of Tajikistan, the Republic of Uzbekistan, Ukraine.
  • Translations of identifying documents (passport) and foreign education documentation that have been executed in the territory of the Russian Federation must be notarized by an authorized individual (notary).
  • The translation is affixed (stitched) to the original document, copy, or notarized copy of the document.
