Negotiations held with Governor of Jizzakh Region Ulugbek Mustafoyev

A delegation from the Khokimiyat (Government) of Jizzakh Region of the Republic of Uzbekistan paid an official return visit to Kazan Federal University on 15 May.
In April 2025, Khokim Ulugbek Mustafoyev met with Rector Lenar Safin in Uzbekistan, where the head of the university arrived on a working visit.
Back then, the parties discussed the current activities of Kazan University’s branch in Jizzakh and plans for its further development. In particular, they discussed the establishment of the Center for Russian Language Training and Testing for Foreign Citizens there.
Today’s meeting was a continuation of the agreements. A number of legal and organizational issues related to the launch of the Center were discussed. The idea was also supported by the leadership of the Migration Agency of the Cabinet of Ministers of the Republic of Uzbekistan, which once again emphasizes the importance of this joint project.
The fact that citizens of Uzbekistan show great interest in employment at Russian enterprises is taken into account. A significant number of labor migrants come to work in the Volga Federal District and the Republic of Tatarstan. To obtain a work permit, they take an exam in Russian as a foreign language, Russian history, and the basics of Russian legislation.
Kazan University currently conducts these exams in Kazan, Yelabuga, and Naberezhnye Chelny. In 2024, 4,500 individuals were tested in the KFU centers to obtain a work permit or patent, and in two months of this year – already more than 3,500. The possibility to be tested on the territory of the Republic of Uzbekistan will significantly ease logistics, relieve the burden on Russian centers, and allow for better control over migration processes.
